2002 honda accord 2.3 will not go over New Guy rpm

Not what I meant check the MECHANICAL TIMING of the engine NOT the ignition timing. Look at the marks on the cam and crank and make sure they line up like they’re suppose to, you’ll have to remove the valve cover to do this and possibly the upper timing cover.
