I’ve worked on a more than a few (not necessarily Honda) where the valve lash tightens up with time, so I wouldn’t be quick to blame the previous technician. The one thing I would want to know is just how ‘off’ are they. If you have an assortment of feller gauges try checking that out. If you are trying to get a .010″ feeler gauge in a space that’s .0098″ it’s not off a whole lot but it’s not going to fit either.
