I can see where some shops are coming from when they say they can’t check it out without a CEL. Bring it to someone that truly understands engine performance and they should be able to help you out. Having said that, a fuel saturated converter is going to be very short lived. Some cats nowadays are quite $$$ so it may be worth spending some money to have it fixed whether it be figuring it out yourself or bring it to a professional.
