2001 4Runner ignition lock cylinder

I went to start up my 4Runner, and the key went all the way to the right…like butter, car did not start. I went to purchase a new ignition lock cylinder to change it, I took the old one out, but then I noticed that the part inside in the ignition housing was way too loose…..I do not even know how to call that part, it just turns and does not look fixed in place, it is the part where the lock cylinder will engage with …., also I noticed that the steering wheel does not even locks. Any advise and suggestions on the problem.
