2008 Dodge Caliber key fobs

Hello there i just changed the battery in the key fobs but when u hit the lock or unlock nothing happens but when u hit the panic button the 4 ways flash 2 times but wont set the alarm off also disconnected the battery and touched negative and positive together for 20 mins and did not do anything just wondering what would it make it do that
