      IM TRYING TO DIAGNOSE .. 99 CADILLAC ELDORADO OUT OF NOWHERE
      WHEN THE KEY IS IN OFF POSITION .. THE RADIO STILL ON .. FULL POWER TO USE POWER WINDOWS
      DASH STILL LIT UP…

      IM THINKING BAD IGNITION SWITCH ???

        Possibly or a short in the wiring.
        You’ll need a power distribution diagram for your specific make and model.
        You can also check for a short in the ignition switch.
