Hello. I’ve watched videos on Honda valve adjustments but I had a quick question. On my 1999 civic, the rockers are pretty loose. But they feel slightly stiff when moving them up and down. If I move them up they will stay up or if I press them down onto the valve they will stay down. This messes me up when I am trying to do my adjustments. So would it be best to hold the rocker up while doing my adjustments?

I am assuming you have the cam correctly positioned on the cylinder your attempting to adjust.
If so, both intake and exhaust valves s/b closed on that cylinder.
In which case the rockers are under no load for adjustment.
You state: ” But they feel slightly stiff when moving them up and down. If I move them up they will stay up or if I press them down onto the valve they will stay down
Being there should be no load on the rocker arms, I’m assuming the “stiffness” your experiencing is due to sludge or deposit build up in the valve train.
If that is the case you should consider cleaning it out.
