My dads rav 4 sound loud when starting from cold or hot

Maybe a possible exhaust gasket or something also I notice the rear tailpipe don’t have a weep hole and there is rust inside the tailpipe

You can smoke test the exhaust system.
A leak that bad should show up fairly easily.

Sounds like a good idea but the main question is why is the tailpipe rusting inside??

            Exhaust contains H2O.
I’ll guess that it isn’t stainless steel.

That’s a shame but should I check the rest of the inside of the piping or assume that it’s rusty inside there too? Why can’t all exhausts be stainless steel?? I’m glad I didn’t buy it its sad Toyota let’s this happen

First thing is you would have to consider the cost of an all stainless exhaust system.
Also something to think about ….
How long of a drive averagely does the vehicle go.
Short trips ( locally ) are harder on batteries, oil, condensation buildup etc.
FYI, 20 – 30 minutes will allows the exhaust to fully reach temperature and ” dry out most of the moisture.
That will also allow the oil in the engine enough time and heat to allow it to ” dry out “
