When changing the rear break shoes of my 99 Durango, I noticed that the shoes on the left side had hardly been used at all but I changed them anyway since I was already committed. when I got to the right rear side, I found that the shoes had completely worn down to bare metal (I mean there was no break material on the shoes anywhere.) My question is this . . . what would cause the breaks on the right side to engage but not the left? Would a faulty/broken wheel cylinder be the culprit? Thanks in advance.

You get to choose. Would either be the flex line, wheel cylinder or proportion valve. Have someone press the brake petal while you try to turn the wheel. Since it is rear wheel drive try putting the rear up on jack stands and brake under load while watching. Might be the self adjusters were just stuck on that wheel.
