Vehicle: 97 town car 4.6
Problem: No power reaching the AC clutch
System has 125psi Static charge on refrigerant
All fuses have been checked.I dont have the best understanding of electrical diagrams but this is what Ive gathered so far.

The EATC(climate control) sends power out to Pink/blue wire on the Low pressure switch.If the Low pressure switch is closed because there is sufficient charge then it travels to the red/yellow wire on the high pressure switch.
As seen on this diagram: https://prnt.sc/O1t6uJQtixK3From there, if the high pressure switch is closed then the power travels from the red/yellow input wire and onto a black/yellow output wire on the HPS connector. The black/yellow wire passes through connector 107/102 and ultimately reaches PIN 30 on the relay.
As seen on this diagram: https://prnt.sc/ha7rpPueVK0oI am not receiving 12v at PIN 30 on relay.
I receive 12v up to the red/yellow wire on HPS connector.
If i bypass the HPS and jump the HPS connector i still dont get 12v on the black/yellow output wire.
As soon as i connect the yellow/red wire to the black yellow wire on the HPS(bypassing the HPS)i get 0-1v at both wires.If i run a continuity test from the black/yellow wire on the HPS connector up to PIN 30 i get 1 ohm.
If i run a continuity test from the black/yellow wire on the HPS connector up to to ground i get 600-900ohms
If i run a continuity test from the black/yellow wire on Pin 30 to ground i get 600-900ohmsI am also failing to understand the role of this wire (also black/yellow and also on Pin 30) that connects to the PCM Pin 41:

Does that mean that this wire is supposed to receive 12v from the HPS and feed it to the PCM since its crimped on the same Pin 30 terminal?
Can someone help me understand PIN 41s function?
