94 Integra b18b1 fluctuating idle. Missing hose?

First of all this might be a duplicate post because I posted this in an fyi so my bad :P. Anyways, I also have a fluctuating idle on a 94 Acura Integra and was going to follow the steps provided by ETCG when I noticed there was a little… pipe…? sticking out on the driver’s side of the intake manifold. My question is could this be the cause (or at least one of them) to the fluctuating idle? Am I missing a hose or is that supposed to be that way?
