2012 Ford focus horn problem

The horn for my ford focus doesn’t seem to be working. Using the alarm control, also doesn’t make any noise.

I switched the relay on the fuse box for a similar one and the problem persists, so I don’t think it’s the relay.

Here’s the interesting part:

When I use my alarm keys to lock it, the relay won’t “click” and the alarm doesn’t sound. However if I just use the car horn, the relay does click, but the alarm makes no sound.

I’m leaning towards being a horn replacement, but I wanted to ask here before I went and bought the part…

Any thoughts of what the problem might be or maybe confirmation that it is the horn?
