On my 2013 kia rio, I get only about 18-24 mpg in the city and 28-32 on the highway. I checked the spark plug gap and they were all at about 0.040″. I hesitantly cleaned the throttle body, and it also had no effect. There is also no maf sensor on the intake.

Advertised: Up to 29 city / 37 highway
        Now factor in your,
        Driving conditions
        Driving habits
        Weight load
        Vehicle maintenance

Your numbers are not out of the norm.

Do you think swapping out the plugs with a new set will help?

            As I stated prior..
            Beyond that, you can try.
You’d probably do better placing an egg under the gas pedal
