1999 Toyota Camry feels and sounds like I have a flat tire but I don’t. The sound persists and when I go to speed up after slowing down there is a brief sharp noise.

Could be:
Flat spot on a tire
Faulty shock or strut
Faulty wheel bearing
Faulty CV axle
Faulty rotor or brake caliper
Suggest you have it checked ASAP.
