Is the pump making noise? Fluid full? Look inside the Pump reservoir
with the car off for awhile with a flash light to see if you see a silver tint
to the fluid. If so the spools in the rack are bad.

This is from my experience. Raise front of the vehicle, open ps cap, have car running and turn wheel lock to lock about 40 times, 20 each side, about the speed you would turn. Turn the car off, let all the bubbles rise out of the top of the reservior, once all the bubbles have done so, fill to the full line, and repeat this procedure until no air bubbles come out, if the noise is still there, it’s probably the rack, because the pump is now bled free of air. I may be wrong, just my advice. We do this for some military trucks for diagnosis.

The fluid was dark originally I flushed it and put brand new fluid in and I also replace the line that was leaking. Then I went and got all the air out of the system and it is still harder than all heck to turn. There is a metallic type look to the fluid. I took the main pressure line off of the pump and turn the car on for a second. There was fluid that shot out of there like crazy so I believe the pumps good and going by what you said with the metallic in the fluid I’m guessing that the rack that needs to be changed but what is your thought. And my other question is there something else you can do instead of putting an inline pressure gauge to tell if the pump is bad or the rack is bad.

You may have two problems going on. The pump is the heart of
the system. If you drive down the road slow and go to turn and the
steering is hard to turn or stiff I would say the pump is the issue.
If you are seeing the silver your rack could also be going. You could
hear a groaning. If I had to start with one it would be the pump. If you
do the pump I would flush the entire system. Here’s how.
