I recently replaced my steering gear box, ps pump, lines, fittings and ps cooler. It has no fluid in it now. My question is this: Can I do the handheld vacuum leak test with no fluid in the system, or does it HAVE to have fluid?

      Thanks

Air and fluids are too different to check this way. All your seals are designed to keep fluid from exiting outward. A vacuum test will not be accurate to test for leaks and could possibly damage sealing.
